Konsep, Aliran dan Sejarah Koperasi

A. KONSEP KOPERASI
1.     Konsep Koperasi Barat
            Koperasi adalah organisasi swasta, yang dibentuk sukarela oleh orang-orang yang mempunyai kesamaan kepentingan, dengan maksud mengurusi kepentingan para anggotanya serta menciptakan keuntungan timbal balik anggota koperasi maupun perusahaan koperasi. Persamaan kepentingan tersebut berasal dari perorangan atau kelompok. Kepentingan bersamasuatu kelompok keluarga atau kelompok kerabat dapat diarahkan untuk membentuk atau masuk menjadi anggota koperasi.
2.    Konsep Koperasi Sosialis
            Konsep koperasi sosialis menyatakan bahwa koperasi direncanakan dan dikendalikan oleh pemerintah, dan dibentuk dengan tujuan merasionalkan produksi, untuk menunjang perencanaan nasional. sebagai alat pelaksana dari perencanaan yang ditetapkan secara sentral,maka koperasi merupakan bagian dari suatu tata administrasi yang menyeluruh, berfungsi sebagai badan yang turut menentukan kebijakan publik, serta merupakan badan pengawasan dan pendidikan.
3.    Konsep Koperasi Negara berkembang
            Yaitu dominasi campur tangan pemerintah dalam pembinaan dan pengembangannya. Campur tangan ini dimaksudkan karena masyarakat dengan kemampuan sumber daya manusia dan modalnya terbatas dibiarkan untuk berinisiatif sendiri membentuk koperasi, maka koperasi tidak akan pernahtumbuh dan berkembang. Sehingga, pengembangan koperasi di negara berkembang seperti di Indonesia dengan top down approach pada awal pembangunannya dapat diterima, sepanjang polanya selalu disesuaikan dengan perkembangan pembangunan di negara tersebut. Penerapan pola top downharus diubah secara bertahap menjadi bottom up approach. Hal ini dimaksudkan agar rasa memilikiterhadap koperasi oleh anggota semakin tumbuh, sehingga para anggotanya akan secara sukarela berpartisipasi aktif. Apabila hal seperti tersebut dapat dikembangkan, maka koperasi yang benar- benar mengakar dari bawah akan tercipta, tumbuh, dan berkembang.Adanya campur tangan pemerintah Indonesia dalam pembinaan dan pengembangan koperasi diIndonesia membuatnya mirip dengan konsep sosialis. Perbedaannya adalah, tujuan koperasi dalam konsep sosialis adalah untuk merasionalkan faktor produksi dari kepemilikan pribadi ke pemilikankolektif, sedangkan koperasi di negara berkembang seperti Indonesia, tujuannya adalah meningkatkan kondisi sosial ekonomi anggotanya.

B. LATAR BELAKANG TIMBULNYA ALIRAN KOPERASI

a)    Aliran Yardstick
Ø  Aliran ini banyak dijumpai pada Negara ± Negara yang berideologi kapitalis.
Ø  Koperasi dapat menjadi kekuatan untuk mengimbangi, menetralisasikan danmengoreksi.
Ø  Pemerintah tidak melakukan campur tangan terhadap jatuh bangunnya koperasi ditengah-tengah masyarakat. Maju tidaknya koperasi terletak ditangan anggota koperasi sendiri
Ø  Pengaruh aliran ini sangat kuat, terutama dinegara-negara barat dimana industri berkembang dg pesat. Spt di AS, Perancis, Swedia, Denmark, Jerman, Belanda dll.
b)   Aliran Sosialis
Ø  Koperasi dipandang sebagai alat yang paling efektif untuk mencapai kesejahteraan masyarakat, disamping itu menyatukan rakyat lebih mudah melalui organisasi koperasi.
Ø  Pengaruh aliran ini banyak dijumpai di negara-negara Eropa Timur dan Rusia.
c)    Aliran Persemakmuran (Commonwealth)
Ø  Koperasi sebagai alat yang efisien dan efektif dalam meningkatkan kualitas ekonomi masyarakat.
Ø  Koperasi sebagai wadah ekonomi rakyat berkedudukan strategis dan memegang peranan utama dalam struktur perekonomian masyarakat.
Ø  Hubungan Pemerintah dengan gerakan koperasi bersifat “Kemitraan (partnership)”,  dimana pemerintah bertanggung jawab dan berupaya agar iklim pertumbuhan koperasi tercipta dengan baik.
C. SEJARAH BERKEMBANGAN KOPERASI

a)    Sejarah lahirnya koperasi
v  1844 di Rochdale Inggris, lahirnya koperasi modern yang berkembang dewasa ini. Th1852 jumlah koperasi di Inggris sudah mencapai 100 unit.
v  1862 dibentuklah Pusat Koperasi Pembelian The Cooperative Whole Sale Society(CWS).
v  1818 - 1888 koperasi berkembang di Jerman dipelopori oleh Ferdinan Lasalle,Fredrich W. Raiffesen.
v  1808 - 1883 koperasi berkembang di Denmark dipelopori oleh Herman Schulze.

v  1896 di London terbentuklah ICA (International Cooperative Alliance) maka koperasi telah menjadi suatu gerakan internasional.


b)   Sejarah Perkebangan Koperasi di Indonesia.
v  1895 di Leuwiliang didirikan pertama kali koperasi di Indonesia (Sukoco, “Seratus Tahun Koperasi di Indonesia”). Raden Ngabei Ariawiria atmadja, Patih Purwokerto dkk mendirikan Bank Simpan Pinjam untuk menolong teman sejawatnya para pegawai negeri pribumi melepaskan diri dari cengkeraman pelepas uang.
v  1920 diadakan Cooperative Commissie yang diketuai oleh Dr. JH. Boeke sebagai Adviseur voor Volks-credietwezen. Komisi ini diberi tugas untuk menyelidiki apakah koperasi bermanfaat diindonesia.
v  12 Juli 1947, diselenggarakan kongres gerakan koperasi se Jawa yang pertama diTasikmalaya.
v  1960 Pemerintah mengeluarkan Peraturan Pemerintah No. 140 tentang Penyaluran Bahan Pokok dan menugaskan koperasi sebagai pelaksananya
v  1961, diselenggarakan Musyawarah Nasional Koperasi I (Munaskop I) di Surabaya untuk melaksanakan prinsip Demokrasi Terpimpin dan Ekonomi Terpimpin.
v  1965, Pemerintah mengeluarkan Undang-Undang No. 14 th 1965, dimana prinsip NASAKOM (Nasionalis, Sosialis dan Komunis) diterapkan di Koperasi. Tahun ini juga dilaksanakan Munaskop II di Jakarta.
v  1967 Pemerintah mengeluarkan Undang-Undang No. 12 tahun 1967 tentang Pokok Pokok Perkoperasian disempurnakan dan diganti dengan UU no. 25 tahun 1992tentang Perkoperasian.
v  Peraturan Pemerintah No.9 tahun 1995 tentang kegiatan Usaha Simpan Pinjam danKoperasi.
kesimpulan:koperasi telah lama dikenal dan di kembangkan, juga koperasi bukan saja terdapat disuatu negara saja melainkan koperasi merupakan pernyataan kebutuhan orang akan kerasama orang yang berhasil untuk mencapai kesejahteraan bersama yang meluas hampir diseluruh dunia juga Indonesia
saran:suatu pembangunan sebuah koprasi baru dinegara berkembang seharusnya lebih bisa di saring lagi, koperasi mana yang sekiranya benar serius kemudian jika serius pemerintah akan memberi subsidi dana yang lebih bahkan memberikan transportasi untuk kegiatan koperasi tersebut yang kedepanya akan menguntungkan dan memberikan sebagian keuntungan besarnya untuk pajak indonesia .

BAB 1

A.    DEFINITION OF SMALL MEDIUM ENTERPRISES
SMEs are socially and economically important - they represent 99% of an estimated 23 million enterprises in the EU and provide around 75 million jobs representing two-thirds of all employment. SMEs contribute up to 80% of employment in some industrial sectors, such as textiles, construction or furniture
SMEs are defined by three keywords - small, single and local:
1.      Small - SMEs are small in nature - either in terms of number of (a) employees - 10 persons for 'small' to 200 persons for 'medium', depending on the country's laws, (b) capital and assets - limited working capital and assets and (c) turnover - the overall turnover of the enterprise is small, compared to larger businesses.
2.      Single - Most SMEs have a single owner who could also be the sole employee. While this may predominantly be the case, definitions set 250 to 500 employees as the limit for enterprises to be called an SME. The 'single' also refers to single products produced or service provided.
3.      Local - SMEs are essentially local in nature - their market is usually localized to the area where they are located (same city, district or state); or may be 'local' in the sense that they operate from a place of residence - also called SOHO [Small Office Home Office]
There are, of course, exceptions to the above. For example, SMEs while having a small output, can have a global market for its product/service or SMEs may produce more than one product or provide service.
SMEs are not limited to any particular type of industry or service, and can include small manufacturing facilities, small processing units, trading companies, export-import companies, distribution, retailing, rental, service company, etc.
A key factor that distinguishes an SME from enterprises in the "Informal Sector" 3 is the fact that they are legally registered companies/businesses.
Another related term that is sometimes used interchangeably with SME is that of a 'microenterprise'. Variations of the definition of a microenterprise is quite similar to an SME
2. Development of Number of Units and Employment in SMEs

            The development of the role of micro, small and medium enterprises (SMEs) are shown by the large number of business units and entrepreneurs, as well as its contribution to the national income, and employment. In 2003, the percentage of SMEs amounted to 99.9 percent of all business units, which consist of medium-sized enterprises as much as 62.0 thousand business units and the number of small businesses as much as 42.3 million units were partially greatest form of micro enterprises. SMEs have absorbed more than 79.0 million workers, or 99.5 percent of the workforce in 2004 the number of SMEs is estimated to have exceeded 44 million units. 5. Prospects for SMEs in the Era of Free Trade and Globalization World

One attempt to do by SMEs to achieve objectives that serve targeted at a cooperative relationship with big business. Large Business or UB is one relationship that is often called a partnership. Cyber criminals are hacking into smaller businesses as a way of getting into larger corporations.
Smaller companies are easier targets because they often lack the resources, expertise and technical capability to defend themselves against illegal online intrusions.
Mr Bill Chang, Singtel's chief executive officer for group enterprise, said they are the "soft underbelly" in the business supply chain, where small and medium-sized enterprises (SMEs) are subcontractors to corporations providing services such as cleaning, air-conditioning, engineering and human resource solutions.
"They are soft targets being used as conduits for cyber attacks," he told The Straits Times.
Mr Chang said the situation is serious, citing the global 2015 Internet Security Report which indicated that 60 per cent of all cyber attacks are targeted at SMEs. Since SMEs make up 99 per cent of Singapore's registered companies, "there is a clear and present danger for them".
"As SMEs move into e-commerce and digitise their business transactions, they present greater opportunities for online attacks," he said.
Mr Chang pointed to the massive breach suffered by the American chain store Target in 2013. The breach might have been due to an air-conditioning SME subcontractor infected with malicious software. Target picked up the infection during the exchange of e-mail it had with the subcontractor. A Reuters report in 2013 reported that Target lost 40 million credit and debit card numbers to these cyber attackers.
SMEs can find cyber attacks costly. Global studies estimate that 50 per cent of businesses close within six months of a cyber breach, noted Mr Chang. The average cost of cyber attacks for SMEs with about 100 employees in the United States is about US$3.5 million (S$4.7 million), which could be outlaid on legal suits or remediation efforts, he added.
There are no local figures available. The explosion in e-commerce here provides another gateway for cyber attackers. Research reports from management consultancy firm A.T. Kearney and the bank CIMB show that Singapore's online retail market could have hit $4.4 billion last year.
When consumers who are also office workers go online to buy products and services or search for information, they could be infected by the malware. When these consumers use their computers for work e-mail, the infection spreads to other networks.
Once in a network, the malware begins its nefarious activities. It could steal passwords, credit card numbers, the latest blueprint for a new product or customer information. Mr Chang said ransomware, where cyber attackers digitally "lock out" data and hold it for ransom, is the leading cyber threat for SMEs. Mobile malware is on the rise too, he added.
"SMEs depend on their phones to do business. They send e-mail, do online banking and conduct other transactions on their smartphones. Their exposure to malware is very high."

Singapore is listed as the 12th biggest market in the Asia-Pacific in terms of the number of malware detections. The Microsoft Malware Infection Index for 2016 has Pakistan, Indonesia and Bangladesh as suffering from the most malware infections out of 19 countries.

Mr Keshav Dhakad, the regional director for intellectual property and digital crimes at Microsoft Asia, said it generally takes an average of 200 days for organisations to find out that they have been victims of cyber attacks.
During this time, the malware could have stolen identities or other information, he said.
His advice was that companies practise good cyber security hygiene such as using genuine software and regularly upgrading security patches on computers.
Singtel's Mr Chang added that it was important for SMEs to raise cyber security awareness among employees, including senior management.
"They also should prioritise their key data assets to protect what is vital to their business. It could be intellectual property, mergers and acquisitions documents, details of new product launches and customer information."
This data should be backed up since ransomware is on the rise.
"SMEs should also regularly review the information they hold to ensure that security practices are followed," he added.

A.    Produk Domestik Bruto
Dalam bidang ekonomi, produk domestik bruto (PDB) adalah nilai pasar semua barang dan jasa yang diproduksi oleh suatu negara pada periode tertentu. PDB merupakan salah satu metode untuk menghitung pendapatan nasional.
PDB diartikan sebagai nilai keseluruhan semua barang dan jasa yang diproduksi di dalam wilayah tersebut dalam jangka waktu tertentu (biasanya per tahun). PDB berbeda dari produk nasional bruto karena memasukkan pendapatan faktor produksi dari luar negeri yang bekerja di negara tersebut. Sehingga PDB hanya menghitung total produksi dari suatu negara tanpa memperhitungkan apakah produksi itu dilakukan dengan memakai faktor produksi dalam negeri atau tidak. Sebaliknya, PNB memperhatikan asal usul faktor produksi yang digunakan.
PDB Nominal merujuk kepada nilai PDB tanpa memperhatikan pengaruh harga. Sedangkan PDB riil (PDB Atas Dasar Harga Konstan) mengoreksi angka PDB nominal dengan memasukkan pengaruh dari harga.
PDB dapat dihitung dengan memakai dua pendekatan, yaitu pendekatan pengeluaran dan pendekatan pendapatan. Rumus umum untuk PDB dengan pendekatan pengeluaran adalah:
PDB = konsumsi + investasi + pengeluaran pemerintah + (ekspor - impor)
Di mana konsumsi adalah pengeluaran yang dilakukan oleh rumah tangga, investasi oleh sektor usaha, pengeluaran pemerintah oleh pemerintah, dan ekspor dan impormelibatkan sektor luar negeri.
Sementara pendekatan pendapatan menghitung pendapatan yang diterima faktor produksi:
PDB = sewa + upah + bunga + laba
Di mana sewa adalah pendapatan pemilik faktor produksi tetap seperti tanah, upah untuk tenaga kerja, bunga untuk pemilik modal, dan laba untuk pengusaha.
Secara teori, PDB dengan pendekatan pengeluaran dan pendapatan harus menghasilkan angka yang sama. Namun karena dalam praktek menghitung PDB dengan pendekatan pendapatan sulit dilakukan, maka yang sering digunakan adalah dengan pendekatan pengeluaran.

B.Pertumbuhan dan Perubahan Struktur Ekonomi
                        Pertumbuhan ekonomi adalah proses perubahan kondisi perekonomian suatu negara secara berkesinambungan menuju keadaan yang lebih baik selama periode tertentu. Pertumbuhan ekonomi dapat diartikan juga sebagai proses kenaikan kapasitas produksi suatu perekonomian yang diwujudkan dalam bentuk kenaikan pendapatan nasional. Adanya pertumbuhan ekonomi merupakan indikasi keberhasilan pembangunan ekonomi.
                           Kesejahteraan masyarakat dari aspek ekonomi dapat diukur dengan tingkat pendapatan nasional per kapita. Untuk dapat meningkatkan pendapatan nasional, maka pertumbuhan ekonomi menjadi salah satu target yang sangat penting yang harus dicapai dalam proses pembangunan ekonomi. Oleh karena itu, tidak mengherankan jika pada awal pembangunan ekonomi suatu Negara, umumnya perencanaan pembangunan ekonomi berorientasi pada masalah pertumbuhan. Untuk Negara-negara seperti Indonesia yang jumlah penduduknya sangat besar dan tingkat pertumbuhan penduduk yang sangat tinggi ditambah kenyataan bahwa penduduk Indonesia di bawah garis kemiskinan juga besar, maka pertumbuhan ekonomi menjadi sangat penting dan lajunya harus jauh lebih besar dibandingkan dengan  laju pertumbuhan penduduk agar peningkatan pendapatan masyarakat per kapita dapat tercapai.
                           Pertumbuhan ekonomi dapat menurunkan tingkat kemiskinan dengan menciptakan lapangan kerja dan pertumbuhan jumlah pekerja yang cepat dan merata. Pertumbuhan ekonomi juga harus disertai dengan program pembangunan sosial .
Dalam GBHN, tujuan pembangunan adalah untuk meningkatkan kesejahteraan masyarakat. Indikator untuk mengukur kesejahteraan adalah National Income.
Awal pembangunan ekonomi suatu Negara dengan prioritas:

Proses pembangunan ekonomi merubah struktur ekonomi secara mendasar:
· Sisi permintaan agregat, pendalaman struktur ekonomi didorong oleh peningkatan national income yang berpengaruh terhadap selera masyarakat yang terefleksi dalam pola konsumsinya.
·  Sisi penawaran agregat, faktor pendorong utamanya adalah perubahan teknologi, peningkatan SDM, dan penemuan material baru untuk produksi.
Pertumbuhan ekonomi merupakan penambahan GDP, sehingga terjadi peningkatan national income.National income dapat merujuk pada GDP, GNP atau NNP (Net national Product)
GNP = GDP + F, dimana F = pendapatan neto atas faktor luar negeri
NNP = GNP – D, dimana D = depresiasi
NP = NNP – Ttl, dimana Ttl = pajak tidak langsung neto.
GDP = NP + Ttl + D – F
NP = GDP + F – D- Ttl
C.PERTUMBUHAN EKONOMI SELAMA ORDE BARU HINGGA SEKARANG

1.      Masa Orde Baru (1966-1997)

Menghadapi perekonomian yang sedemikian rupa, pemerintah peralihan menetapkan beberapa langkah prioritas kebijakan ekonomi sebagai berikut :
A.    Memerangi inflasi
B.     Mencukupkan stok cadangan bahan pangan terutama beras
C.     Merehabilitasi prasarana perekonomian
D.    Meningkatkan ekspor
E.     Menyediakan/menciptakan lapangan kerja
F.      Mengundang kembali investor asing

2.      Masa Reformasi (1998-sekarang)
Pada masa reformasi ini perekonomian indonesia ditandai dengan krisis moneter yang berlanjut menjadi krisis ekonomi yang sampai saat ini belum menunjukkan tanda-tanda ke arah pemulihan. Walaupun ada pertumbuhan ekonomi sekitar 6% untuk tahun 1997 dan 5,5% untuk tahun 1998 dimana inflasi sudah diperhitungkan namun laju inflasi masih cukup tinggi yaitu sekitar 100%. Pada tahun 1998 hampir seluruh sektor mengalami pertumbuhan negatif, hal ini berbeda dengan kondisi ekonomi tahun 1999.

D.FAKTOR-FAKTOR  YANG MEMENGARUHI PERTUMBUHAN EKONOMI
Berikut ini beberapa faktor yang dipandang oleh ahli ekonomi sebagai hal-hal yang memengaruhi pertumbuhan ekonomi.
1.      Tanah Dan Kekayaan Alam
Tanah dan kekayaan alam suatu Negara meliputi luas tanah, kesuburan tanah, kondisi iklim, dan cuaca, kekayaan hasil hutan, dan kekayaan barang tambang. Kekayaan alam sangat berarti terutama pada tahap awal pembangunan. Secara umum, Negara yang memiliki kekayaan alam berlimpah akan lebih mudah meningkatkan laju pertumbuhan ekonomi nya dibandingkan dengan Negara yang kurang memiliki kekayaan alam. Namun, kekayaan alam yang berlimpah tidak akan berarti jika tidak memiliki modal, teknologi yang maju, sumber daya manusia yang memadai, dan pasar yang potensial.
2.      Kuantitas Dan Kualitas Penduduk Dan Tenaga Kerja
Pertambahan penduduk dari waktu ke waktu dapat menjadi motor penggerak pertumbuhan ekonomi. Pertambahan penduduk akan meningkatkan jumlah angkatan kerja yang dapat dimanfaatkan untuk mendukung kegiatan produksi. Dengan pendidikan dan pelatihan yang memadai, akan sdihasilkan sumber daya manusia yang terlatih dan terampil sehingga mampu menjadi prionir dalam pembangunan. Jumlah penduduk yang besar juga akan meningkatkan permintaan barang yang diikuti dengan perluasan pasar. Disamping itu, banyaknya pengusaha disuatu Negara akan mampu menciptakan banyak kegiatan ekonomi yang bermanfaat.
Selain mencari keuntungan-keuntungan pribadi, pengusaha turut member kontribusi terhadap produksi nasional. Akan tetapi, hal tersebut banyak mendapat tantangan dari tingginya angka pengangguran, rendahnya produktivitas, dan laju pertumbuhan penduduk yang lebih tinggi daripada peningkatan pendapatan per kapita.
3.      Kepemilikan Barang Modal Dan Penguasaan Teknologi
Pada masyarakat yang kurang maju, kepemilikan modal seperti cangkul, bajak, dan parang sangat berperan penting untuk kegiatan beruburu dan bertani. Pada  masyarakat modern, peranan modal sangat menentukan dalam peningkatan produktivitas. Akan tetapi, penggunaan modal harus disertai dengan penerapan teknologi maju. Adapun peningkatan yang dihasilkan oleh kemajuan teknologi antara lain sebagai berikut.
Meningkatkan efisiensi kegiatan produksi yang dapat menurunkan biaya produksi dan meningkatkan produktivitas.
Meningkatnya produksi barang atau jasa yang dihasilkan karena penemuan barang-barang baru.
Terciptanya barang dengan kualitas yang lebih baik tanpa meningkatkan biaya produksi.
4.      Sistem Sosial Dan Sikap Masyarakat
Sistem social dan sistem masyarakat memegang peranan yang penting dalam menciptakan pertumbuhan ekonomi. Hasil identifikasi di Negara-negara berkembang menunjukkan bahwa sistem social dan sikap masyarakat menjadi penghambat dalam pertumbuhan ekonomi. Adat istiadat yang kental pada masyarakat tradisional berupa upacara untuk berbagai kegiatan dan acara dianggap memperlambat pertumbuhan ekonomi. Sistem feudal pertanahan (sebagian besar tanh dimiliki oleh tuan tanah dan sebagian kecil dimiliki oleh masyarakat atau bahkan masyarakat hanya dapat menyewa tanah) dianggap juga memperlambat pertumbuhan ekonomi. Selain itu, sikap masyarakat yang tidak mau bekerja keras, bekerja dengan jam kerja yang pendek, malas menabung dan sikap negatif lain nya juga akan menghambat pertumbuhan ekonomi
E. Perubahan Struktur Ekonomi
Pembangunan ekonomi jangka panjang (PDB/PN) merubah struktur ekonomi dari pertanian menuju industry (sector non primer) terutama industry manufaktur dengan increasing return to scale.
Semakin cepat pertumbuhan ekonomi, semakin meningkat pendapatan perkapita, semakin cepat perubahan struktur ekonomi.
Perubahan struktur ekonomi/transformasi structural merupakan serangkaian perubahan yang saling terkait satu dengan lainnya dalam aggregate demand, perdagangan LN, dan aggregate supply untuk mendukung pembangunan dan pertumbuhan ekonomi.
Teori perubahan struktual menitikberatkan pembahasan pada mekanisme transformasi ekonomi yang dialami oleh NSB, yang semula lebih bersifat subsistens dan menitikberatkan pada sektor pertanian menuju ke struktur perekonomian yang lebih modern, yang didominasi oleh sektor-sektor nonprimer. Ada dua teori utama yang umum digunakan dalam menganalisis perubahan struktur ekonomi, yakni dari Arthur Lewis (teori migrasi) dan Hollis Chenery (teori transformasi struktual).

Teori perubahan struktur ekonomi:
  1. Teori Arthur Lewis (Teori migrasi)
Teori ini membahas pembangunan di pedesaan (perekonomian tradisional dengan pertanian sebagai sector utama) dan perkotaaan (perekonomian modern dengan industry sebagai sector utama).
Di pedesaan tingkat pertumbuhan penduduk sangat tinggi, shg kelebihan supply TK dan tingkat hidup yang subsistence, sehingga produk marjinalnya sama dengan nol dengan upah yang rendah.  Produk marjinal =0 berarti fungsi produksi sector pertanian telah optimal.
Jika jumlah TK > dari titik optimal, maka produktivitas menurun dan upah menurun.
Dengan mengurangi jumlah TK yang terlalu banyak dibandingkan tanah dan capital tidak merubah jumlah outputnya.
Diperkotaan, sector industry kekurangan TK, sehingga produktivitas TK menjadi tinggi dan nilai produk marjinalnya positif yang menunjukkan fungsi produksinya belum mencapai titik optimal, sehingga upahnya juga tinggi.
Perbedaan upah ini menyebabkan migrasi/urbanisasi TK dari desa ke kota, sehingga upah TK meningkat dan akhirnya pendapatan Negara meningkat.
Pendapatan yang meningkat meningkatkan permintaan makanan (output meningkat) dan dalam jangka panjang pereonomian pedesaan tumbuh dan permintaan produk industry dan jasa meningkat yang menjadi motor utama pertumbuhan output dan diversifikasi produk non pertanian.
  1. Teori Hollis Chenery (Teori transformasi structural/pattern of development)
Teori ini memfokuskan pada perubahan struktur ekonomi di LDCs yang mengalami transformasi dari pertanian tradisional ke sector industry sebagai penggerak utama pertumbuhan. Penelitian Chenery menunjukkan peningkatan pendapatan perkapita merubah:
·      pola konsumsi dari makanan dan kebutuhan pokok ke produk manufaktur dan jasa
·      Akumulasi capital secara fisik dan SDM
·      Perkambangan kota dan industry
·      Penurunan laju pertumbuhan penduduk
·      Ukuran keluarga yang kecil
·      Sector ekonomi didominasi oleh sector non primer terutama industry
Chenery menyatakan bahwa proses transformasi structural dapat dipercepat jika pergeseran pola permintaan domestic kearah produk manufaktur dan diperkuat dengan ekspor.
Yi = Di + (Xi-Mi) + ij
            Dimana            Yi= output bruto industry manufaktur
                                    Di= permintaan domestic untuk konsumsi
                                    X-M = perdagangan neto (ekspor-impor)
                                    Yij= penggunaan produk oleh perusahaan menufaktur sebagai input
Kenaikan produksi sektor industri manufaktur dinyatakan sama besarnya dengan jumlah dari 4 faktor berikut :
a)             Kenaikan permintaan domestik, yang memuat permintaan langsung untuk produk industri manufaktur plus efek tidak langsung dari kenaikan permintaan domestik untuk produk sektor-sektor lainnya terhadap sektor industri manufaktur.
b)             Perluasan ekspor (pertumbuhan dan diversivikasi) atau efek total dari kenaikan jumlah ekspor tehadap produk industri manufaktur.
c)             Subsitusi impor atau efek total dari kenaikan proporsi permintaan disetiap sektor yang dipenuhi lewat produksi domestik terhadap output industri manufaktur.
d)            Perubahan teknologi atau efek total dari perubahan koefisien input-output didalam perekonomian akibat kenaikan upah dan tingkat pendapatan terhadap sektor industri manufaktur.
Didalam kelompok negara-negara sedang berkembang (NSB), banyak negara yang juga mengalami transisi ekonomi yang sangat pesat dalam tiga dekade terakhir ini, walaupun pola dan prosesnya berbeda antarnegara. Variasi ini disebabkan oleh perbedaan antarnegara dalam sejumlah faktor internal seperti berikut :
a)      Kondisi dan struktur awal ekonomi dalam negeri (basis ekonomi)
Suatu negara yang pada awal pembangunan ekonomi/industrialisasinya sudah memiliki industri-industri dasar yang relatif kuat akan mengalami proses industrialisasi yang lebih cepat/pesat dibandingkan dengan negara  yang hanya memiliki industri-industri ringan.
b)      Besarnya pasar dalam negeri
Besarnya pasar domestik ditentukan oleh kombinasi antara jumlah populasi dan tingkatan pendapatan rill per-kapita. Pasar dalam negeri yang besar merupakan salah satu faktor intensif bagi pertumbuhan kegiatan ekonomi, termasuk industri, karena menjamin adanya skala ekonomis dan efisiensi dalam proses produksi (dengan asumsi bahwa faktor-faktor penentu lainnya mendukung).
c)      Pola distribusi pendapatan
Faktor ini sangat mendukung faktor pasar diatas. Walaupun tingkat pendapatan rata-rata per-kapita naik pesat, tetapi kalau distribusinya pincang maka kenaikan pendapatan tersebut tidak terlalu berarti bagi pertumbuhan industri-industri selain industri-industri yang membuat barang-barang sederhana, seperti makanan, minuman, sepatu, dan pakaian jadi (tekstil).
d)     Karakteristik dan industrialisasi
Misalnya, cara pelaksanaan atau strategi pengembangan industri yang diterapkan, jenis industri yang diunggulkan, pola pembangunan industri, dan insentif yang diberikan. Aspek-aspek ini biasanya berbeda antarnegara yang menghasilkan pola industrialisasi yang juga berbeda antarnegara.
e)      Keberadaan SDA
Ada kecenderungan bahwa negara yang kaya akan SDA mengalami pertumbuhan ekonomi yang lebih rendah atau terlambat melakukan industrialisasi atau tidak berhasil melakukan diversivikasi ekonomi (perubahan struktur) daripada negara yang miskin SDA.
f)       Kebijakan perdagangan luar negeri
Fakta menunjukan bahwa di negara yang menerapkan kebijakan ekonomi tertutup (inward looking), pola dan hasil industrialisasinya berbeda dibandingkan dengan negara yang menerapkan kebijakan ekonomi terbuka (outward looking).

G.D.P. for 4th Quarter Is Revised Upward

WASHINGTON (Reuters) — Economic growth in the United States slowed in the fourth quarter, but not as sharply as previously estimated, with fairly strong consumer spending offsetting the drag from efforts by businesses to reduce inventory.
Gross domestic product increased at a 1.4 percent annual rate, higher than the previously reported 1 percent pace, the Commerce Department said on Friday in its third estimate of the nation’s output.
G.D.P. growth was initially estimated to have risen at only a 0.7 percent rate but was later revised upward. The economy grew at a rate of 2 percent in the third quarter and expanded 2.4 percent for all of 2015.
The upward revision reflected a stronger pace of consumer spending than previously estimated.
Consumer spending, which accounts for more than two-thirds of economic activity, rose at a 2.4 percent pace and not the 2 percent rate reported last month. More consumption of services than previously estimated accounted for the revision.
The fairly solid pace of consumer spending underscores the economy’s underlying strength and should further allay fears of a recession, which had led to a huge stock market sell-off early this year.
Spending is being supported by a tightening labor market, which is steadily lifting wages, and rising house prices. Gasoline prices around $2 a gallon are also helping to underpin household discretionary spending.
A moderately growing economy, combined with a strong jobs market and firming inflation, probably keeps the Federal Reserve on a path to gradually raise interest rates this year.
Inventory investment was revised lower in the fourth quarter. Still, inventories remain high relative to domestic demand.

Businesses accumulated $78.3 billion worth of inventory rather than the $81.7 billion reported last month. As a result, inventories subtracted 0.22 percentage point from G.D.P. growth instead of the previously reported 0.14 percentage point.
Estimates for G.D.P. for the first quarter, which will end March 31, are around a 1.5 percent rate. But with the inventory pile still large and shipments of capital goods ordered by businesses weak in January and February, the economy could slip.
There was some bad news in the latest report: Corporate profits fell for a second straight quarter as a strong dollar and cheap oil undercut the earnings of multinational companies.
Profits after tax — after adjusting for inventory values and capital consumption — declined at an annual rate of 8.4 percent. It was the biggest drop since the first quarter of 2014.
Profits from current production fell $159.6 billion, coming on the heels of a drop of $33 billion in the third quarter.
For all of 2015, profits dropped 5.1 percent, the largest decline since 2008, after slipping 0.6 percent in 2014.
Part of the drop in profits in the fourth quarter was a result of a $20.8 billion transfer payment related to the BP oil spill in the Gulf of Mexico in 2010.
Profits from the rest of the world decreased $6.5 billion in the final three months of 2015 after sliding $23.1 billion in the third quarter.
Manufacturing profits declined $139.2 billion during the last quarter after decreasing by $4.1 billion in the July-September period. Profits in the petroleum and coal products sector tumbled $124.3 billion after rising $7 billion in the third quarter.
